DELEGATIONS

BUSINESS

  • Janette Van Vianen, Director of Corporate Services, presented an update to Council on upcoming changes to BC Transit, as well as future public consultation opportunities.
  • Council discussed the SILGA call for nominations and resolutions. Allan Chabot, Chief Administrative Officer, stated that he will look into the resolution database on behalf of Council to see if there are any resolutions pertaining to public library funding or milfoil harvesting and its effects on Rocky Mountain ridged mussels and report back to Council.

 
REGULAR OPEN MEETING
 
Bylaws

  • Revenue Anticipation Borrowing Bylaw No. 1360, 2020 was read for a first, second, and third time. If adopted this bylaw would renew the Town’s line of credit with the Bank of Montreal, as well as provide continued access to corporate credit cards.
  • Zoning Amendment Bylaw No. 1085.126, 2019 was read for a third time. If adopted this amendment would allow for a site specific retail cannabis store to be located at 9150 Main Street (Lakeview Plaza).
  • Council approved Zoning Application Z19-11 and Official Community Plan Amendment Bylaw No. 1230.25, 2020 and Zoning Amendment Bylaw No. 1085.127, 2020 were read for a first and second time. If adopted these amendments would allow for the implementation of Phase 2 of the Meadowlark Plan. Council referred the Official Community Plan amendment to the Agricultural Land Commission and set a Public Hearing date for both bylaw amendments on March 2, 2020 at 4:00pm in Council Chambers at Town Hall.
  • Council approved Zoning Application Z19-12 and Official Community Plan Amendment Bylaw No. 1230.26, 2020 and Zoning Amendment Bylaw No. 1085.128, 2020 were read for a first and second time. If adopted these amendments would allow for the implementation of Phase 3 of the Meadowlark Plan. Council referred the Official Community Plan amendment to the Agricultural Land Commission and set a Public Hearing date for both bylaw amendments on March 2, 2020 at 4:00pm in Council Chambers at Town Hall.
  • Fire Protection and Life Safety Amendment Bylaw No. 1333.01, 2019 was adopted. This amendment removes Structural Fire Suppression from the list of services which the Osoyoos Fire Department provides, bringing the bylaw into alignment with Council’s declared level of Fire Service.
  • Indemnification Bylaw No. 1359, 2020 was read for a first, second, and third time. If adopted this bylaw would provide indemnity to municipal officers, employees, and elected officials acting reasonably and in good faith in performing the duties and functions of their positions with the Town.

Business

  • Council supported the RDOS in a Joint Grant Application in the amount of $25,000.00 to the UBCM Indigenous Cultural Safety and Cultural Humility Training Program. Council also approved the RDOS to make application for, receive, and manage the grant funding on the Town’s behalf.
  • Council declined moving forward with a Universal Water Metering Implementation Plan, instead directing staff to provide Council with more information on the implementation plan.
  • Council designated all senior management employees as ‘municipal employees’ pursuant to the Financial Disclosure Act.

Reports

  • Councillor Rhodes thanked everyone who has been involved with snow removal in the community.
  • Councillor Rhodes wished everyone a Happy New Year.
  • Councillor King thanked the Operational Services department for the great job they did with the Christmas lights.
  • Councillor Harvey attended the strategic planning meeting for the Okanagan Regional Library.
  • Mayor McKortoff thanked Glenn Senft for putting on the January 1st Polar Bear Swim, and thanked Ron Hiller for taking the video of the event.
  • Mayor McKortoff thanked the Operational Services department and citizens who helped clear snow in the community.
  • Mayor McKortoff attended a meeting at South Okanagan General Hospital with the Minister of Health, Adrian Dix, for the ribbon cutting of the new emergency department, which she noted is a great addition for the health of the South Okanagan.

The public is encouraged to attend the Committee of the Whole meetings which take place in Council Chambers at 9:00 am on the morning of the Regular Open Council meetings at 2:00 pm to learn additional in-depth information regarding upcoming business.
